costs related to switching to open standards for document formats
in the Danish government, suggests that the Danish state could
save
the equivalent of around $94 million USD over five years by
migrating to OpenOffice.org and the OpenDocument format. The
estimate is based on only the state, and savings could be
proportionally higher if the whole public sector were included.
Three scenarios were evaluated in the report: following lock step
with vendor's plans for new purchases, retrofitting legacy
office suites with the help of OpenDocument plug-ins, or phased
migration to OpenOffice.org. The latter, phased migration to
OpenOffice.org, is where the savings are to be found.

My point wasn't that you might not save money, but that it might not be worth the risks involved. Specifically would anyone in the government be courageous enough to support such a policy with its inheritant risks.
